Plan for Governance of the CEI·MAR consortium

The formulation and implementation of an appropriate governance model is a prerequisite for the project's success and for the strength and cohesion of the CEI·MAR grouping. Given the differing nature of each of the participating entities, the design of an optimal, efficient and effective plan for governing the CEI·MAR and its activities requires a great deal of care.

The CEI·MAR's governance will be organized in two phases. The first phase will cover the constitution of the not-for-profit CEI·MAR ASSOCIATION formed by all the institutions that have agreed to officially promote the Campus. In the second phase the participants will accept a firmer commitment to the CEI·MAR, whose governance will based on the configuration of a CONSORTIUM.

The governance structure will incorporate a management team consisting of experienced leaders, managers and academics who together will represent a set of proven competencies and skills that are vital for the project. The main role assigned to this high-level team in the Campus' governance structure will be to define the entire management team and various agencies, commissions and resources that make up the entire structure.

The CEI·MAR's governance model is based on the creation of a Consortium in which the Governing Council (Consejo Rector) will be the body with the ultimate decision-making power, made up of university rectors and representatives of other institutions participating in the CEI·MAR group, together with the CEI·MAR's General Coordinator.

The Consortium's management and administration will be carried out by the following bodies as shown:

• The Governing Council
• The General Coordinator and Coordination Team

The advisory area is made up of consultative bodies that play an important role in the Campus' governance structure and are responsible for defining strategic guidelines and providing advice in the areas of teaching, research, innovation, internationalisation, infrastructure and technologies. The posts of the advisory members of each of the bodies will not be remunerated; therefore suitably-qualified volunteers must be sought.
